Dear Councilmembers,
I am writing to urge the LA City Council to restore the appeal for the Scattergood “green hydrogen” project to the agenda and reject the inadequate EIR. This project is dangerous, expensive, polluting, and opposed by the community.
The EIR fails to meet California Environmental Quality Act (CEQA) requirements. It relies on an outdated baseline and ignores that Scattergood’s existing once-through cooling units must close by 2029. It also omits the full impacts of hydrogen production and transportation, including water use, energy demand, and infrastructure needs.
Investing in this risky project prolongs reliance on fossil fuels when funds should go toward truly clean, non-combustion technologies that help LA meet its 2035 clean energy goals. Los Angeles is already in extreme nonattainment for ozone, and NOx emissions from hydrogen combustion will worsen air quality and disproportionately harm frontline communities.
Please restore the appeal to the agenda and vote to reject this incomplete EIR. Our city must prioritize environmental justice, public health, and real clean energy alternatives.
